16.

(E) FOR CALENDAR YEAR 1985 AND ALL SUBSEQUENT YEARS, THE 32
DAYS OF RACING AWARDED UNDER THE PROVISIONS OF § 7(F) OF THIS
ARTICLE ARE NOT SUBJECT TO ANY OF THE ALLOCATIONS OR DEDUCTIONS
IN THIS SECTION.

19.

(a) All sums collected by the Racing Commission, under the
provisions of this article, shall be paid over to the Comptroller
and shall be disbursed and distributed, except where otherwise
provided, as follows:

(3) (I) From all revenues collected from licensees
licensed under §§ 7, 15, and 17 of this article, the Comptroller
shall pay to the Maryland Agricultural Fair Board a sum equal to
$414,000 less the sum received by the Maryland Agricultural Fair
Board under § 17 of this article, to be used for the promotion of
State and county agricultural fairs and exhibits[; and from the
fiscal year commencing July 1, 1977 and in each of the four
consecutive fiscal years after it, the Comptroller shall pay to
the Maryland Agricultural Fair Board the additional sum of one
million dollars to be disbursed by the Board to the Maryland
State Fair and Agricultural Society, Inc., as a State grant to
assist in financing the construction, expansion, relocation,
replacement and modernization of the facilities and equipment
used or to be used by the Maryland State Fair and Agricultural
Society, Inc., in conducting the Maryland State Fair]. IN
ADDITION AND AS LONG AS THE MARYLAND STATE FAIR SHALL REMAIN AT
THE LOCATION AT WHICH IT WAS CONDUCTED IN 1984, BEGINNING WITH
FISCAL YEAR 1986 AND FOR EACH SUBSEQUENT YEAR, THE COMPTROLLER
SHALL PAY ANNUALLY THE FOLLOWING SUMS:

(I) 1. $400,000 $500,000 AS A GRANT TO THE
MARYLAND STATE FAIR AND AGRICULTURAL SOCIETY, INCORPORATED, FOR
THE PROMOTION AND ENHANCEMENT OF THE MARYLAND STATE FAIR AND TO
MAINTAIN AND DEVELOP YOUTH PROGRAMS, INCLUDING 4-H AND FFA, BY
PROVIDING PREMIUM MONEYS FOR RECOGNITION AND AWARDS; AND

(II) 2. $100,000 $50,000 AS A GRANT TO
BALTIMORE COUNTY TO REPLACE THE REVENUES THAT WERE FORMERLY
RECEIVED BY THE COUNTY UNDER THE PROVISIONS OF SUBSECTION (D) OF
THIS SECTION.

(II) IN THE EVENT RACING IS DISCONTINUED AT THE
TIMONIUM TRACK, ALL OF THE REMAINING DAYS OF RACING AWARDED TO
THE MARYLAND STATE FAIR AND AGRICULTURAL SOCIETY, INC., SHALL BE
AWARDED BY THE COMMISSION PURSUANT TO THE PROVISIONS OF SECTION
7(F) OF THIS ARTICLE AND NO COMPENSATION MAY BE PAID TO THE
SOCIETY TO OFFSET ANY LOSS OF REVENUES ATTRIBUTABLE TO THE
DISCONTINUANCE OF RACING. ADDITIONALLY, THE GRANT TO BALTIMORE
COUNTY UNDER SUB-SUBPARAGRAPH 2. OF THIS SUBSECTION SHALL
TERMINATE.
