2498                                             LAWS OF MARYLAND                                         Ch. 437

EFFECTIVE AFTER ADOPTION BY A CONSTITUTIONAL MAJORITY OF EACH
HOUSE VOTING SEPARATELY.

(2) THE RULES SHALL BE EFFECTIVE ON A YEAR-ROUND
BASIS AND SHALL SUPPLEMENT, BUT MAY NOT BE IN CONFLICT WITH, THE
PROVISIONS OF ARTICLE 40A OF THE CODE.

(C) THE PRESIDENT OF THE SENATE AND THE SPEAKER OF THE
HOUSE OF DELEGATES MAY REFER TO THE COMMITTEE ANY MATTER THAT
THEY CONSIDER APPROPRIATE.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:

Article - State Government

2-701.

In this subtitle, "Committee" means the Joint Committee on
Legislative Ethics.

2-702.

There is a Joint Committee on Legislative Ethics, which is a
joint committee of the Senate and the House.

2-703.

(a)  (1) The Committee consists of the following 12 members:

(1) (I) from the Senate:

(i) 1. the President EX OFFICIO; and

(ii) 2. 5 other Senators , appointed by the
President; and

(2) (II) from the House:

(i) 1. the Speaker EX OFFICIO; and

(ii) 2. 5 other Delegates , appointed by the
Speaker.

(3) (2) AT LEAST 1 MEMBER FROM THE SENATE AND 1
MEMBER FROM THE HOUSE SHALL BE FROM THE PARTY OF THE MINORITY
LEADER.

(b)  (1) A member appointed by the President serves at the
pleasure of the President.

(2) A member appointed by the Speaker serves at the
pleasure of the Speaker.
