(2) (I) The Board shall license an individual on
inactive status who applies for a license and may not require
payment of a late fee by the individual as a condition to
licensing at that time.
(3) THE BOARD SHALL ISSUE A LICENSE TO AN INDIVIDUAL
WHO IS ON INACTIVE STATUS IF THE INDIVIDUAL:
(I) 1. COMPLIES WITH THE RENEWAL REQUIREMENTS
THAT EXIST AT THE TIME THE INDIVIDUAL CHANGES FROM INACTIVE
STATUS TO ACTIVE STATUS; AND
(II) 2. MEETS THE CONTINUING EDUCATION
REQUIREMENTS SET BY THE BOARD.
(II) THE BOARD MAY NOT REQUIRE PAYMENT OF A
LATE FEE BY AN INDIVIDUAL AS A CONDITION TO LICENSING UNDER THIS
PARAGRAPH.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

AN ACT concerning
Vehicle Laws - Off-the-Road Motorcycles - Regulation by
Local Authority
FOR the purpose of providing that certain provisions of the Motor
Vehicles Law do not prevent a local authority from
regulating the operation of certain motorcycles on highways
under the jurisdiction of the local authority; from
requiring certain motorcycles to be registered, or from
imposing a fee for registration of certain motorcycles.
FOR the purpose of authorizing each county and Baltimore City to
regulate the operation of certain motorcycles, to require
them to be registered, and to impose a registration fee; and
defining certain terms.
BY repealing and reenacting, with amendments, BY adding to
Article - Transportation
Section 25-102(a) Section 25-102.1
