FOR the purpose of altering an existing grandfather clause to
provide that a social worker employed by an agency of this
State or of any political subdivision in this State, who was
exempt before July 1, 1983 from social work licensure
requirements under the Health Occupations Article, shall be
issued a license without examination by the Board of Social
Work Examiners, if the social worker has fulfilled either
the appropriate educational requirements or the experience
requirements if the social worker meets certain education
and experience requirements; and providing for an emergency
effective date.
BY repealing and reenacting, with amendments,
Chapter 189 of the Acts of the General Assembly of 1983

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

SECTION 2. AND BE IT FURTHER ENACTED, That an applicant
employed as of July 1, 1983 by an agency of the State or of any
political subdivision of the State, and for that reason
previously exempt from social work licensure requirements, shall
be issued a license without examination if the Board is satisfied
that the applicant has fulfilled the appropriate educational
[and] OR experience requirements. Such a waiver may not be
granted after June 30, 1984. Until July 1, 1984, an employee of
the State or a political subdivision of the State may not be
prosecuted for practicing social work without a license. That:
(a) A person employed as a social worker as of July 1, 1983
by an agency of the State or of any political subdivision of the
State, who for that reason previously was exempt from social work
licensure requirements, shall, upon application to the Board of
Social Work Examiners, be issued a social work associate license
without examination if the person:
(1) possesses a bachelor's degree from an accredited
college or university; and
(2) has been engaged in the practice of social work
for 2 years as of June 30, 1983 by an agency of the State or any
political subdivision of the State.
(b) A waiver may not be granted to any person pursuant to
the provisions of paragraph (a) of this section after June 30,
1985.
(c) Failure to obtain a social work associate license
before July 1, 1985 pursuant to the provisions of this section
