(4) The county commissioners shall not change an
award unless they have personal knowledge of its unfairness, or
shall receive competent testimony to the effect that the award is
in excess of a fair commercial valuation of the sheep, poultry or
livestock injured or destroyed by dogs.

SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall
take effect July 1, 1984.

(Senate Bill 505)

AN ACT concerning

Master Barbers - Period of Qualification

FOR the purpose of altering the period of time a journeyman
barber is required to serve as a journeyman before
qualifying to apply for a master barber's certificate in the
State; altering the period of time a journeyman barber's
license is initially valid; and providing that this Act
applies only to journeyman barbers initially licensed on or
after the effective date of this Act.

BY repealing and reenacting, with amendments,

Article 56 - Licenses
Section 431 and 432
Annotated Code of Maryland
(1983 Replacement Volume)

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

Article 56 - Licenses

431.

(a) Any person who has completed [18] 12 15 months' work as
a journeyman barber may make application to the Board for a
certificate as a master barber. Upon payment of an examination
fee and receipt of a passing grade on the master barber's
examination, a person shall be entitled, without limitation, to
do barbering work as defined in this subtitle.
