The Secretary of Transportation
is authorized to cancel the
contract with the Railway Company
a rail freight line on 90 days

notice if the operating

projections do not materialize.
Further, provided that $500,000

of this appropriation for

commuter operating grants-in-aid
may not be expended for the
purpose of retaining firemen on
the commuter trains. However, if
this restriction will result in a
reduction in the level of service
or termination of the operating
contract, expenditure of $500,000

of this appropriation is

approved. The Department shall
report to the Budget Committees
by July 15, 1984 if this action
will cause the owners of the
commuter rail lines to reduce or
cancel rail services provided to
