human and social services in the Maryland Register by January 1,
1985, which shall include:

(A) The type of service to be provided;

(B) Client eligibility standards; and

(C) Licensing or certification requirements of professional
service providers ; and facilities as applicable ; .

The SECTION 4. AND BE IT FURTHER ENACTED, That the
Departments of Health and Mental Hygiene and Human Resources and
the Office on Aging shall include in requests for proposals or
expressions of interest minimum additional selection criteria
where applicable, including such factors as the minimum
qualifications of service providers, the minimum qualifications
of program staff, minimum facility standards, the evaluation of
service providers past performance and general program and fiscal
accountability standards.

In SECTION 5. AND BE IT FURTHER ENACTED, That in order to
reduce or eliminate any detrimental impact to the health or
welfare of the recipient, the appropriate procurement departments
shall develop, in consultation with the Departments of Health and
Mental Hygiene and Human Resources and the Office on Aging,
regulations generally providing for concerning continuity of care
in provision of human and social services to individuals who are
aged, indigent, disadvantaged, unemployed, mentally or physically
ill, handicapped, displaced, or minors. During the development of
these regulations the Department of Budget and Fiscal Planning
also shall take into consideration the comments of service
providers and advocacy organizations.

SECTION 6. AND BE IT FURTHER ENACTED, That if a contract
for human, social, cultural, or educational services is to be
funded in part by a county or Baltimore City under a legislative
mandate or prior agreement, the procurement agency shall
establish procedures to solicit and consider written comments
that are submitted by the chief elected official, or his
designee, of the county or Baltimore City and received by the
procurement agency within 30 days after the date of the
solicitation.

SECTION [3] 4 7. AND BE IT FURTHER ENACTED, That this Act
shall take effect June 1, 1983.

SECTION 2. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:
