females and five males. The director of the Washington County
Recreation and Park Board and the youth director of the Community
Action Council are hereby designated as ex-officio members of the
Commission.
(d) Terms. The persons to be appointed by the County
Commissioners shall each be appointed for a period of three years
and shall not be subject to reappointment for more than two terms
without the lapse of one year at the end of the second term. The
school students shall be appointed in October of their junior
year for a term of two years. The members of the Commission
shall serve without pay. Those originally appointed shall serve
terms as follows: three for one year; two for two years; and
three for three years, and thereafter all terms shall be for

[38-2. Meetings; procedure.
The Commission shall determine its own meeting time and
location. The Commission shall adopt such rules and regulations
as it may deem necessary to govern its procedure and business.
The Commission has the power to establish and appoint advisory
groups and committees to assist in its program of activity of
which membership is not restricted solely to members of the
Commission. The Commission shall only have such funds, if any,
as determined in the discretion of the County Commissioners, and
the County Commissioners are hereby authorized to appropriate
such funds as they determine.] (1961, ch. 284, sec. 834)
[38-3. Duties.
The duties of the Commission shall be:
1. To assume the leadership in studying the services
available to and the needs of the youth in the County.
2. To carry out a program of public information on youth
problems, its needs, and the action needed through the various
public media such as press, radio, personal contacts, etc.
3. To stimulate the full development of present youth
facilities and to promote local coordination and cooperation of
youth services.
4. To develop and put into effect local programs of
Juvenile Delinquency prevention.
5. Cooperate with any Federal, State, local agency, board
or commission, including the Maryland Commission for the
Prevention and Treatment of Juvenile Delinquency, Community
Services Council of Washington County, Maryland, Inc., and any
interested private or civic organization to obtain information
and action on behalf of the county's youth.
