regard to the provisions of any other law, for the doing of the
acts and things [herein authorized,] THAT IT AUTHORIZES. [and] IT
shall be liberally construed to effect [the] ITS purposes.
[hereof; provided, however, that nothing herein contained shall
be taken as restricting] THESE PROVISIONS DO NOT RESTRICT any
control which the State [Board of] DEPARTMENT OF Health AND
MENTAL HYGIENE [of Maryland], the Department of Geology, Mines
and Water Resources and the Water Pollution Control Commission
are empowered to exercise over or within any District.

(b)  Additional method. [The foregoing sections of this]
THIS subtitle shall be deemed to provide an additional and
alternative method for the doing of the things authorized
[thereby] BY IT, and shall be regarded as supplemental and
additional to powers conferred by other laws, and [shall] MAY not
be regarded as in derogation of any powers now existing.

(c)   Inconsistent laws. All laws or parts of laws
inconsistent with the provisions of this subtitle are [hereby]
repealed to the extent of [such] THE inconsistency. (1957 Code,
sec. 553. 1957, ch. 694, sec. 899.)

28-27 Severability.

The provisions of this sub-title are severable.[, and it]
IT is the intention to confer the whole or any part of the powers
herein provided for.[, and if] IF any of the provisions of this
subtitle [shall be] ARE held unconstitutional by any court [of
competent jurisdiction], the decision of [such] THE court [shall]
DOES not affect or impair any of the remaining provisions of this
subtitle. It is [hereby declared to be] the legislative intent
that this subtitle would have been adopted had [such] THOSE
unconstitutional provisions not been included [therein]. (1957

30-1. Sheriff's allowance for prisoners; expenses.

(a) Allowance. The Sheriff [of Washington County] shall
[be entitled to sixty cents per day] RECEIVE FUNDS AS SPECIFIED
IN THE ANNUAL COUNTY BUDGET for keeping each prisoner [that may
be] WHO IS confined in the COUNTY jail, [of said county, and
shall be allowed] THE COUNTY COMMISSIONERS SHALL ALLOCATE FUNDS
for necessary fuel for the jail and THE ATTACHED house, [attached
thereto, such sum as the County Commissioners may deem right and
proper; and the County Commissioners shall levy upon the
assessable property of the county a sum sufficient to pay for
