or THEIR successors, PUTTING THEM IN and without any liability
upon the part of the Commission for damage that might be done to
[the same] THEM by reason of the Commission's operations in
constructing or maintaining its system or works.

(D) Any violation of the provisions of this section [shall
be] IS a misdemeanor punishable under Section 28-24 [of this

28-23A. Notice and public hearings.

Whenever the [Washington County Sanitary] Commission
determines that a modification of an existing rate, charge, levy,
or assessment previously established by [the Commission] IT is
necessary or desirable, the Commission shall:

(1)  Give notice of the proposed modification in at
least [one] 1 newspaper circulated in Washington County; and

(2)  Conduct public hearings on the necessity or
advisability of the proposed modification of rates, charges,
levies, or assessments. (1979, ch. 162.)

28-24. Penalties.

(A)  Upon conviction by a court [of competent jurisdiction],
any act or omission designated as a misdemeanor in this subtitle
or any violation of any rule or regulation [adopted], unless
otherwise provided, is punishable by a fine of not exceeding
$100[.], or [to] BY confinement for not more than 30 days in the
county jail, or both.

(B)   If the act or omission is of a continuing nature and
persists, a conviction for [one] 1 offense is not a bar to the
conviction for a continuation of the offense subsequent to the
first or any succeeding conviction. (1957 Code, sec. 551. 1957,
ch. 694, sec. 897; 1961, ch. 743, sec. 551; 1974, ch. 797, sec.
28-24.)

28-25. Rules and regulations.

The Commission [shall be, and it is hereby authorized to]
MAY prescribe [all needful] rules and regulations for the
administration and enforcement of this subtitle, [and any such]

schedules or minutes of the Commission, shall be matters of
