(b) Collection; accounting. [Said tax, when] WHEN levied,
[shall have] THE TAX HAS the same priority, [bear] BEARS the same
interest and penalties, and in every respect [be treated] IS the
same as County taxes levied in [said] THE sub-district. Every
[sixty] 60 days, the County Treasurer shall remit to the
Commission the proceeds of [said] THE tax collected since the
prior remittance and the Commission shall credit and apportion
[said] THE proceeds to and among the several expenditure accounts
on its books for which [said] THE tax was levied. [Upon the
closing of any such] WHEN ANY account IS CLOSED, any surplus tax
proceeds credited [thereto] TO IT may be transferred by the
Commission to any other [such] account in which there is a
deficiency, [or] may be expended on any other project or projects
in the sub-district, or may be held by the Commission as a credit
for use in calculating the amount of ad valorem tax to be levied
in the following fiscal year.
(c) Faith and credit of county. [Nothing contained in
subsections] SUBSECTIONS (a) and (b) [above shall be construed as
in any manner relieving] DO NOT RELIEVE the County of its
unconditional pledge of its full faith and credit to the payment
of the principal of and interest on any bonds issued by the
District pursuant to Section 28-7 [of this sub-title,] and, if
the revenues provided in this subtitle [shall at any time be] ARE
insufficient to pay [said] THE principal and interest, the County
[is hereby directed to] SHALL levy upon all property in the
County subject to unlimited County taxation[,] an ad valorem tax
in A rate and amount sufficient to make up the deficiency.
(d) Duties of officials. In order [that] TO ASSURE the
prompt payment of interest and [the] proper provision for the
payment of the principal of bonds of the District [shall be
assured], the prompt and proper performance of the respective
acts and duties [heretofore defined] is specifically REQUIRED.
[enjoined, and any] ANY failure [upon] ON the part of any
person, persons, body corporate or agent to perform the necessary
acts and duties [herein set forth], to pay over the [said] THE
funds as required, or to use [said] THE funds or any part
[thereof] OF THEM for any other purposes than those set forth in
sub-sections (a) and (b) of this Section is [hereby declared] a
misdemeanor and punishable as other misdemeanors are punishable
under the provisions of Section 28-24 [of this sub-title]. (1957

28-14. Connections with water and sewer lines.
[The Commission shall provide for each and] FOR every
property abutting [upon] ON a street or right-of-way [in] UNDER
which [under this subtitle] a water main or sewer is laid, THE
COMMISSION SHALL PROVIDE a water service pipe or sewer
connection, which shall be extended as required[,] from the water
main or sewer to the property line of each [such] abutting lot.
[Said] THE service pipe or connection with THE sewer shall be
