Section 2 of Ch. 620 of 1981 provided that the Commissioners
serving on the Commission on the effective date of this Act shall
serve until the expiration of their regular terms or until their
death, resignation, removal, or disqualification.

(b) Same; reconstituted.

(1) (I) At [such] THE time [as] the City of
Hagerstown and the County enter into the compact described in
Section 28-3(c) and the District is [thereafter] redesignated,
the Commission shall be reconstituted to consist of [seven] 7
citizens and registered voters of the County, no one of whom
during his term of office on [said] THE Commission [shall] MAY
hold any other office [(i) of said] IN THE County, [or (ii)] in
the City of Hagerstown, or [(iii)] in any other incorporated town
of [said] THE County.

(II)  Two of the members shall be appointed by
majority vote [of the Council] of the City COUNCIL of Hagerstown,
[one] 1 of whom shall serve for [two] 2 years and [one] 1 for
[four] 4 years from the FIRST OF January [first] of the year
following the year in which the Authority [shall be] IS created.

(III)  Two of the members shall be appointed by
the County, [one] 1 of [who] WHOM (See note (1)) shall serve for
[two] 2 years and [one] 1 for [four] 4 years from the FIRST OF
January [first] of the year following the year in which the
Authority [shall be] IS created.

(IV)  Two of the members shall be appointed by
the Governor, [one] 1 of whom shall serve for [three] 3 years and
[one] 1 for [six] 6 years from the FIRST OF January [first] of
the year following the year in which the Authority [shall be] IS
created.

(V)  The [six] 6 members [so] appointed
initially shall elect the seventh member, who shall be a resident
of an incorporated town of the County (but not of the City of
Hagerstown) and who shall serve for [five] 5 years from the FIRST
OF January [first] of the year following the year in which the
Authority [shall be] IS created.

(VI)  [Not] NO later than [one] 1 month prior to
THE FIRST OF January [first] in each year in which a vacancy
occurs, a citizen and registered voter of the County shall be
appointed for a [six] 6 year term to succeed the member whose
term expires on the [January first] next succeeding[, said]
JANUARY FIRST.

(VII)  THE appointment [to] SHALL be made by
that same authority, governing body or the Commission itself[, as
the case may be, as] THAT made the appointment of the member
