Commissioners of Washington County[; provided, however, that
such].

(a) (1) The powers of the District shall be exercised by
the Commission, which is composed of:
(i) One member from each subdistrict appointed
by the county; and
(ii) One member from each subdistrict appointed
by the county and as many at-large members, appointed by the
county, as is necessary to establish a Commission of [five] 5
members.
(2) A Commissioner may not hold any other Washington
County office while serving on the Commission.
(3) Each member serves for a term of 6 years. The
terms of the members shall be staggered as required by the terms
of the members serving on July 1, 1981.
(4) Except when there are fewer than [five] 5
subdistricts the County may not appoint a Commissioner for a
Commissioner-at-large vacancy if one should occur by death,
resignation, removal, disqualification, or expiration of term of
office.
(5) Members of the Commission [shall] hold office
until their successors are appointed and qualified. They may
succeed themselves[,] and receive salaries and allowances for
expenses as determined by the Commission, with approval of the
County. If a vacancy [shall occur] OCCURS by death,
disqualification, resignation or removal of a member, the County
[shall] immediately SHALL appoint a successor to fill the
unexpired term.
