employ [as many and such] foremen, mechanics, laborers, teams,
trucks, crushers, engines, rollers and other equipment or
appliances [as he may think] HE CONSIDERS necessary for the
proper construction, care, and maintenance of the County roads;
and HE SHALL fix [the] THEIR wages or hire. [thereof; and he] HE
shall have control and supervision of the operation, preservation
and repair of all road making and road maintaining machinery and
equipment owned by the County, [and also subject] SUBJECT to the
approval of the County Commissioners he [shall have the power to]
MAY appoint [as many and such] assistants, inspectors and clerks
[as he may think] HE CONSIDERS necessary; and HE SHALL fix their
salaries.

(c)  Bids. When [the amount of] HE BELIEVES any purchase
will [in his judgment,] exceed [one thousand dollars ($1,000.00)]
$1,000 [he] THE ROAD ENGINEER shall first present a requisition
to the County Commissioners for their approval and the [said]
County Commissioners shall immediately act ON IT. [thereon, and
when approved by them in writing said] WHEN THEY GIVE THEIR
WRITTEN APPROVAL, THE purchase shall be made by the [said] Read
Engineer, after requesting bids [therefor] whenever in his
judgment the public interest will be better served by his so
doing.[, and the] THE bill for [said] THE purchase, together with
the requisition approved by the [said] County Commissioners, with
a memorandum of any bids received attached [thereto] TO IT, shall
be immediately presented by the [said] Road Engineer to the
[said] County Commissioners for payment. Bills shall be paid
promptly with a view of securing the largest possible discount.

(d)  Books and papers. Requisitions, receipted bills and
all other original papers and accounts shall be preserved in the
office of the County Commissioners and shall be open to the
inspection of any taxpayer of Washington County.

(e)   Inspections. The Road Engineer [of Washington County]
shall inspect the roads and bridges of the County as often as
[may be] necessary to thoroughly familiarize himself with the
condition and requirements of the County in general and make such
special examinations and reports as the County Commissioners [may
be] require. He [shall have full power to] MAY suspend work
being done by contract if in his judgment [the same] IT is not
being done in accordance with the contract, [and the] THE County
Commissioners, when work is done by contract, shall make no
payment except upon the written certificate of the Road Engineer
that [said] THE work has been done in conformity with [such] THE
contract.

(f)  Report. The [said] Road Engineer shall annually,
within [ninety] 90 days after the beginning of each fiscal year,
make a written report to the [said] County Commissioners covering
the condition of the county roads and bridges and the
improvements that have been made in the [twelve] 12 months ending
on the last day of the preceding fiscal year. [Said] THE report
shall contain a concise statement of the amount of money expended
from each district fund and from the General Road and Bridge Fund
and for what items.
