(f) Enforcement. The police of the County are charged with
the duty of enforcing all the rules and regulations. In addition
to other methods of enforcement of all these rules and
regulations, the County Commissioners may apply to the courts of
equity of the State for an injunction to enforce compliance. In
this case, it is not necessary to make other jurisdictional
averment than the threatened breach of these rules or
regulations, and the courts may grant these injunctions on the
allegations being made. A certified copy of these rules and
regulations is proper evidence in any of the courts of the State.

27-11. Obstructions on roads; penalty.

(a)  Prohibited. [Any] A person IS GUILTY OF A MISDEMEANOR
IF THAT PERSON [placing] PLACES an obstruction [upon] ON any of
the public highways, roads, bridges, streets, avenues, lanes or
alleys of Washington County[,]; [or interfering] INTERFERES
with[,] or [obstructing] OBSTRUCTS the side ditches or drains or
[encroaching] upon them with fences or other obstructions or in
any other manner, or any person or corporation, its agents or
employees, exercising the business of a common carrier permitting
his or its vehicle or steam or other engines or cars to obstruct
any crossing for a longer period than [ten] 10 minutes at any
[one] 1 time is guilty of a misdemeanor and is liable to arrest
and prosecution at the instance of any road official, his
representatives or [at the instance of] any taxpayer of the
county. Upon conviction, [before a court of competent
jurisdiction in Washington County he] THE PERSON shall be fined
not less than $10, nor more than $100 for each offense.

(b)  Trial; fines. Any person arrested under this section
has the right to elect that his case be sent to the Circuit Court
for trial. All fines collected under this section shall be paid
into the General Road and Bridge Fund of the County if the
conviction is rendered before the Circuit Court. (1974, ch. 797,
sec. 27-11.)

27-12. Road Engineer; removal, duties.

(a)  Tenure. The Road Engineer of Washington County shall
be directly answerable to the County Commissioners [of Washington
County] for the faithful and efficient discharge of his duties.
The [said] County Commissioners may remove him from office [and
he shall be removable from office by them] for wilful neglect of
duty, inefficiency, dishonesty, conduct prejudicial to the best
interests of the county, or [such] other cause [as may impair]
THAT IMPAIRS his usefulness in his administration of County
affairs relating to roads.

(b)  Powers. The Road Engineer [of Washington County] shall
be responsible to the County Commissioners for the proper
expenditure of all money collected, by levy or otherwise, for
county roads and bridge purposes. Subject to the approval of the
