person or persons to whom a loan is made, a general description
of the property taken as security, the time the loan is made, the
amount [thereof], and the amount charged for making it.

(B) These books and all the business and affairs of every
licensed pawnbroker shall be subject at all times to inspection
by the Chief of Police of the City of Hagerstown [in said

23-3. Penalties.

Any person or persons, firm or corporation, who [shall
engage] ENGAGES in the business of loaning money upon personal
property and [charge therefor] WHO CHARGES, under any pretext
whatsoever, any sum in excess of the legal rate of interest,
without first taking out a pawnbroker's license, [shall be
deemed] IS guilty of a misdemeanor and, upon [trial and]
conviction, shall be [punished by a fine of one hundred dollars]
FINED $100 for the first offense, and the same fine and also
imprisoned in jail for [thirty] 30 days for each subsequent

23-4. Other charges.

[No] A pawnbroker [in said county shall] MAY' NOT make any
other charge for making a loan or advance, for packing or any
other expense, than the charge allowed by [Section 23-1] THIS
SUBTITLE. (P.L.L., 1930, Art. 22, sec. 693; 1957 Code, sec. 504.

23-5. Penalties.

Any licensed pawnbroker[,] who [shall] in any way or by any
subterfuge or device [violate] VIOLATES any of the provisions of
this subtitle, [shall] upon [trial and] conviction, [be punished
by a fine of one hundred dollars] SHALL BE FINED $100 for the
first offense and a like fine and also imprisonment in jail for
[thirty] 30 days for each subsequent offense, and any goods,
chattels or personal property, upon which he has made a loan
shall be returned to [the] THEIR owner or owners [thereof].
