[thereof] shall be assessed against the [owner or] owners in
front of whose property [such] THE work [is] WAS performed.
(2) Whenever the County Commissioners [shall] have
determined, under the provisions of this section, the exact
amount of cost for which any property or [the owner or] THE
owners [thereof] have been liable for work done or repairs made
[as therein set forth], they shall deliver to the County
Treasurer a statement of [said] THE amount or amounts, together
with the [name or] names of the respective owners of the property
in front of which the [said] work was done or the [said] repairs
were made. The County Treasurer shall [forthwith] enter upon his
books against each property mentioned in [said] THE statement the
amount [therein] charged respectively to [said] THE property.
[which shall constitute] THIS AMOUNT CONSTITUTES a lien on the
particular parcel of property against which the [same shall be
so] AMOUNT IS assessed. [and it shall be the duty of the] THE
County Treasurer [to] SHALL notify each of the [said] owners of
the amount [so] charged against his property and [to] proceed to
collect [such] THE amount in the same way and manner as taxes are
collected for the County. (1957 Code, sec. 194. 1951, ch. 503.)
8-30. Building permits required.
(A) [All persons, firms, or corporations, before] BEFORE
erecting[,] any new building or any addition to any existing
building [in Washington County,] involving a total expense of
[one thousand dollars ($1,000.00)] $1,000 or more, ALL PERSONS,
FIRMS, OR CORPORATIONS shall [be required to] make a report of
the building intentions to the Supervisor of Assessments of
Washington County.
(B) [Said] THE Supervisor of Assessments shall acknowledge
receipt of [such] THE report in writing on a suitable form.[, and
no fee shall] A FEE MAY NOT be charged [therefor] FOR IT.
(C) Any person or corporation failing to comply with the
provisions of this section [shall be] IS guilty of a misdemeanor
and, upon conviction, [be liable for] IS SUBJECT TO a fine of not
more than [one hundred dollars ($100.00)] $100. (1957 Code, sec.

8-31. Contributions to non-profit organizations.
(a) Listed. The County Commissioners [are authorized to]
MAY contribute annually to the care, operation, maintenance, or
capital expense of the following non-profit organizations in
Washington County, [providing said] IF THE amount is included in
the regular annual budget of Washington County for that fiscal
year[.]:
[1.] (1) The Washington County Free Library.
[2.] (2) The Washington County Museum of Fine Arts.
