(3)  Accept [such] grants of money and technical
assistance [as may be] offered by the United States or any of its
agencies pursuant to the Watershed Act.

(4)  Borrow money from the United States or any of its
agencies pursuant to the provisions of the Watershed Act for
[such] works of improvements on [such] terms and conditions [as
may be] permitted [thereunder] BY THE ACT or any regulations
issued pursuant TO IT. [thereto, and to] THEY MAY evidence such
borrowing by the issuance of [such] instruments [as may be]
acceptable to the United States or any of its agencies,
NOTWITHSTANDING any provision or limitation of any public general
or local law [to the contrary notwithstanding]. (1971, ch. 168.)

8-28. Dumping garbage, rubbish; regulations.

The County Commissioners [of Washington County are
authorized and empowered to] MAY adopt [and promulgate] rules and
regulations to control, regulate, or prohibit the dumping of
garbage, offal, rubbish, or any other offensive or unwholesome
material or matter within the limits of any unincorporated area
in [said] THE county, whenever in their judgment [such] THE
dumping has created or may create conditions dangerous to the
public health or offensive to residents of the [said] county.
(1957 Code, sec. 193. 1951, ch. 435.)

8-29. Sidewalks; powers to have repaired, etc.

(a)  Powers. The County Commissioners [of Washington
County], in addition to[,] but not in substitution of[,] the
powers which have been or may [hereafter] be granted them, [shall
have the express power to cause] MAY REQUIRE THE INSTALLATION OF
sidewalks along the public streets and highways of [said] THE
County, except in incorporated [towns] MUNICIPALITIES of [said]
THE County.[, to] THE COMMISSIONERS MAY REQUIRE THAT THEY be
graded, paved, repaired or improved, WITH curbs to be set and
gutters laid, at the cost and expense of the abutting real
property or the owner [thereof]; or compel by fine or otherwise
the owner or proprietor of any lot or parcel of land to pave or
repair sidewalks or footways[;] AND to set curbs and lay gutters
in front thereof.

(b)  Notice required.

(1) [It shall be the duty of the] THE County
Commissioners, before proceeding to carry out the provisions of
this section, [to] SHALL notify every owner[,] in front of whose
property they propose to do any grading, paving, setting of curb,
laying of gutters, or repairing and [to] SHALL allow [such] THE
owners [thirty (30)] 30 days to perform [such] THE work under the
direction of the County Commissioners.[; but if such owner or] IF
THE owners [shall] fail or refuse to complete [said] THE work by
the expiration date [of said] ON THE notice, [then] the County
Commissioners may perform [such] THE work and [the] ITS cost
