entered[, and the county commissioners shall allow said collector
the original cost of said books upon presentation of the bill of
purchase thereof, properly receipted; in the purchase of said
books the collector shall be limited to such books as may be
actually required to faithfully comply with this section].

8-21. Collector's compensation; final settlement.
(A) [It shall not be lawful for the said] THE collector
[to] MAY NOT retain for his own salary any part of the principal
or interest of the taxes COLLECTED by him [collected], other than
[such] A sum [as] THAT the county commissioners [shall]
designate, upon the receipt of the statement [hereinbefore]
directed to be made monthly to them by the collector[; and it

8-22. Drainage; sewage systems authorized.
The County Commissioners [of Washington County are hereby
authorized and empowered to] MAY establish, construct, and
improve and generally regulate storm water drainage, sanitary
sewers, sewage disposal systems, and refuse disposal along the
county roads, streets, alleys, and public rights of way in

8-23. Contracts over $10,000; bids.
(A) The County Commissioners AND EMPLOYEES [of Washington
County, or any employee of that County,] may not enter into any
contract of sale or purchase or any contract for any County work,
project, or other expenditure to which the County is a party[,]
where the amount involved in the contract exceeds $10,000 without
advertising for bids in [one] 1 or more newspapers published in
the County.[, the] THE publication of that advertisement [to]
SHALL appear at least once a week prior to the date on which bids
are to be filed.
(B) Any contract of sale shall be awarded to the highest
responsible bidder [and]; any contract of purchase or other
expenditure shall be awarded to the lowest responsible bidder.[,
but the] HOWEVER, THE County Commissioners [shall have the right
to] MAY reject any and all bids.
