(3)  Ch. 280, 1963, amended this law as it then appeared in
the Code of Public Local Laws of Allegany County and (among other
changes) removed therein the references to Washington County.

(4)  For ch. 186 of 1898 see sec. 4-1 above. Ch. 235 of
1904, as subsequently amended, now in sec. 18 in the Code of
Public Local Laws of Allegany County (1963 Edition). For ch. 790
of 1906, as later amended, see section 32 of the Code of Public
Local Laws of Garrett County (1957 Edition).

5. Charitable Solicitations

5-1. Regulation.

(a)  Authorized. The County Commissioners [of Washington
County are hereby authorized to] MAY adopt rules and regulations
to provide for the licensing and regulation of persons or groups
conducting solicitations for charity in Washington County.

(b)  Penalties. Any person [violating] WHO VIOLATES the
rules and regulations established by the County Commissioners
[shall be deemed] IS guilty of a misdemeanor and upon conviction
[thereof] shall be fined not less than [five dollars ($5.00)] $5
nor more than [two hundred fifty dollars ($250.00)] $250.

7-1. Definitions.

(A)  [For the purposes of] IN this subtitle[,] THE FOLLOWING
WORDS HAVE THE MEANINGS INDICATED.

(B)  (1) ["closing-out] "CLOSING-OUT sale" [shall mean and
include] MEANS any sale in connection with which there is any
representation by the person conducting [such] THE sale that the
sale is being conducted, or is required or compelled to be
conducted, for reasons of economic or business distress,
inability to continue business at the same location, or the age
or health of the owner or owners of the business.

(2) [, and the term "closing-out] "CLOSING-OUT sale"
