SECTION 15 16. AND BE IT FURTHER ENACTED, That if any
provision of this Act or the application thereof to any person or
circumstance is held invalid for any reason in a court of
competent jurisdiction, the invalidity does not affect other
provisions or any other application of this Act which can be
given effect without the invalid provision or application, and
for this purpose the provisions of this Act are declared
severable.

SECTION 16 17. AND BE IT FURTHER ENACTED, That the
catchlines contained in this Act are not law and may not be
considered to have been enacted as part of this Act.

SECTION 17 18. AND BE IT FURTHER ENACTED, That Sections 1
through 5 and 10 through 16 17 of this Act shall take effect July
1, 1984.

SECTION 18 19. AND BE IT FURTHER ENACTED, That, contingent

on the taking effect of Chapter ____ (S.B. 50) of the Acts of the

General Assembly of 1984, Sections 6 through 9 of this Act shall

take effect October 1, 1984 and if Chapter ____ does not become

effective, Sections 6 through 9 of this Act shall be null and
void without further action by the General Assembly.

SECTION 20. AND BE IT FURTHER ENACTED, That the Laws of
Maryland read as follows:

Article - State Government

2-1513.

(b) With respect to bills that the Governor vetoes, the
Secretary of State shall deliver:

(1) to the house of origin, each bill that the
MARYLAND Constitution requires to be returned to that house; and

(2) to the State [Hall of Records Commission]
ARCHIVES, each other bill.

SECTION 21. AND BE IT FURTHER ENACTED, That, contingent on

the taking effect of Chapter (S.B. 190) of the Acts of the

General Assembly of 1984, Section 20 of this Act shall take

effect October 1, 1984 and if Chapter___ does not become

effective. Section 20 of this Act shall be null and void without
further action by the General Assembly.
