and exercised by the Department of Public Improvements; the Board
of Architectural Review; the office of the Superintendent of
Annapolis Public Buildings and Grounds; the office of the
Superintendent of Baltimore Public Buildings and Grounds; the
General Professional Services Selection Board; [the Hall of
Records Commission;] the War Memorial Commission; [the Commission
on Artistic Property;] the Purchasing Bureau, and such other
functions, agencies, commissions, boards, committees, councils or
units of government as may hereafter pursuant to law be declared
to be part of the Department of General Services. The Department
of General Services shall not have a board of review, and § 3C of
this article shall be inapplicable to the Department of General
Services.

(d) (1) When filed with the administrator, a certified copy
of each document is available for public inspection and shall be
retained one year after publication.

(2) Every document, except executive orders and court
rules, shall be delivered to the [Hall of Records Commission]
STATE ARCHIVES.

Article 70 - Official Oaths

2.

The Secretary of State, the judges of the Court of Appeals
and of the Court of Special Appeals and their respective clerks,
the Attorney General, the State Reporter, the Adjutant General,
the Treasurer, AND THE Comptroller[, and the Commissioner of the
Land Office] shall take and subscribe the said oath before the
Governor and the same shall be preserved in a book to be kept by
the Secretary of State.

13.

All deputies and under-clerks of the registers of wills [and
the Commissioner of the Land Office], before they enter upon the
duties of their several offices, shall severally take and
subscribe the following oath: I, A.B., do swear that I will not
for lucre or malice delay any person applying to me for any
business belonging to the office I officiate in, and that I will
not directly or indirectly ask, take, exact, demand or receive
from or charge to any such person to my own use any fee or reward
whatsoever for any services I may do as deputy of the said
office, and that in making out the office fees I will not
wittingly or willingly charge other or higher fees than are
allowed by law.
