have been filed by § 26-11 but which have not been filed. The
permanent record shall include the name of the candidate or the
committee, the treasurer, an identification of the missing
report, and, if a final report, a notation of the amount of any
outstanding balance, bills or deficits as shown on the last
report filed. The officer or board shall file a copy of this
permanent record with the State Administrative Board of Election
Laws and with the [Hall of Records] STATE ARCHIVES. Copies of
these reports, statements and accounts certified by the principal
administrative officer in whose office they are kept under the
seal of his office shall be evidence in any court to the same
extent as the original report, statement or account would be if
produced and proved.

(c) Upon the termination of the period for retention of
executive orders, the Secretary of State shall deliver them to
the [Hall of Records Commission, for preservation or other
disposition in the discretion of the commission] STATE ARCHIVES.

181E.

(m) To plan, conduct, and coordinate, with the Maryland
Hall of Records Commission, appropriate ceremonies and
activities for the observance in Maryland of the bicentennial
anniversaries of:

(1)  The resignation of his commission as General of
the American armies by George Washington on December 23, 1783;
and

(2)  The signing of the Treaty of Paris, thus ending
the Revolutionary War, on January 14, 1784.

(3)  (i) For the purpose of implementing the
provisions of this subsection and monies in the special fund
income of the Maryland Bicentennial Commission are transferred
to the Maryland Historical Trust to be administered by a joint
committee appointed by the Maryland Historical Trust and the
[Hall of Records Commission] STATE ARCHIVES.

(ii) The joint committee is the State body
authorized to receive and administer any federal or private funds
available for the planning and execution of bicentennial
celebrations as provided for by this subsection.

231B.

The following functions, boards, commissions, bureaus,
offices and agencies shall be included within the Department of
General Services: the duties and functions previously performed
