(b) If there is a reasonable basis for believing that
collusion has occurred among any persons for any reason, the
procurement officer shall send a written notice of this belief to
the [State Law Department] OFFICE OF THE ATTORNEY GENERAL.
(c) All documents involved in any procurement in which
there is a reasonable basis for believing that collusion has
occurred shall be retained by the procurement agency until the
[State Law Department] OFFICE OF THE ATTORNEY GENERAL gives
notice that they may be destroyed. These documents shall be made
available to the Attorney General immediately on request.

The following enumerated express powers are granted to and
conferred upon any county or counties which hereafter form a
charter under the provisions of Article XI-A of the Constitution,
that is to say:
(E)
To audit the accounts of all county officers, assisting the
[State] LEGISLATIVE Auditor or other State officer clothed with
authority in the performance of this duty; to provide for proof
of all claims against the county before their payment.

(c-1) (4) Orders, rules and regulations promulgated by the
Governor pursuant to the powers granted above, under this
subsection shall first be presented to the JOINT Committee on
Administrative, [Executive] EXECUTIVE, and Legislative Review or
whatever other joint committee if any may be substituted by law
by the General Assembly to carry out its responsibilities with
respect to the energy crisis for approval or rejection. If the
committee fails to take action within seven days of submission of
the orders, rules and regulations, the orders, rules and
regulations shall become effective as promulgated by the
Governor. In the event of extraordinary circumstances in which
it is not feasible to secure the approval of the committee an
order, rule, or regulation may become effective immediately, and
shall within two days be communicated to the chairman of the
committee and be subject to reversal by the full committee which
shall be convened within five days of communication of the order,
rule or regulation. All records of orders, rules and regulations
and committee meetings shall be open to the public.
