OF THE STATE GOVERNMENT ARTICLE, TO the General Assembly of such
legislation as the contents of the reports indicate is necessary
or desirable to promote traffic safety, reduce crime, or
otherwise insure proper law enforcement.

Article 88C - State Planning

(a) The Department of State Planning shall:

(c) Develop in coordination with other appropriate State
departments a policy plan for the Patuxent River Watershed. The
primary responsibility for preparation and distribution of the
plan is with the Department of State Planning.

(1)  The planning shall begin with a review of
existing Maryland laws, regulations, policies, programs, and
plans relating to the Patuxent River, in order to evaluate their
effectiveness and the adequacy of their implementation. The
review shall also include the following areas:

(i) Scenic rivers;

(ii) Critical areas programs;

(iii) Coastal zone management plans;

(iv) Local comprehensive plans; and

(v) Regional plans.

(2)  The Department shall develop an environmental
assessment of local comprehensive planning programs and
recommendations for continuing environmental assessments of
proposed major land use changes, regulatory actions, or rezonings
as they relate to the Patuxent River.

(3)  Funding for this planning program shall include:

(i) State general funds;

(ii) Local contributions;

(iii) Federal granted funds; and

(iv) Special assessments, permits or other
fees.

(4) The planning program shall be staffed fully or
supplemented by State, regional, and local personnel from
participating agencies.

(5) There is a Patuxent River Commission in the
Department.
