The Commission shall submit an annual report to the Governor
and, subject to § 2-1312 OF THE STATE GOVERNMENT Article [40, §
51 of the Code], to the [legislature] GENERAL ASSEMBLY through
the Secretary of [the Department of] Human Resources and shall
include recommendations based on its studies.
Article 64A - Merit System
10.
(A) (1) The Secretary of Personnel may appoint [his]
employees and may incur expenses for office rent, printing,
advertising, stationery, salaries of employees and other expenses
incidental to the administration of this article, within the
limits of the amounts appropriated therefor by the General
Assembly in the budget bill.
(2) The employees of the ' Secretary of Personnel,
except as provided in Article 41 of this Code or otherwise
provided by law, shall be included in the classified service.
(B) [Subject to Article 40, § 51 of the Code, the] THE
Secretary of Personnel shall make an annual report on or before
January [1st in] 1 OF each year to the Governor and, SUBJECT TO §
2-1312 OF THE STATE GOVERNMENT ARTICLE, by January 15 of each
[year] YEAR, to the General Assembly concerning his work and
proceedings and including statistics and ranking of this data as
to minority group employees compared to all employees in all job
categories and shall include therein any recommendations he deems
advisable in regard to conditions in service of the State
classified and unclassified. All rules of the Secretary of
Personnel shall be open to public inspection at the office of the
Secretary.
(C) Wherever in this article the words "Commissioner" or
"Secretary" appear, they shall be deemed to mean and shall refer
to the Secretary of Personnel; and wherever in this Code the
words "State Employment Commissioner" or "Commissioner of State
Employment and Registration" appear, they shall be deemed to mean
and shall refer to the Secretary of Personnel.
29.
Subject to § 2-1312 OF THE STATE GOVERNMENT Article [40, §
51 of the Code], the Secretary of Personnel shall furnish [each
member of] the General Assembly with [a copy] COPIES of the
amended schedule of any salary revision promptly after said
schedule has been approved by the Governor.
