Ch. 285

The Superintendent of the Maryland State Police shall
administer the State Aid for Police Protection Fund. He shall
certify to the Comptroller and to the subdivisions and qualifying
municipalities the amount of payments to the subdivisions and
qualifying municipalities. He shall make such regulations and
require such reports as are necessary to certify the amounts. In
administering the fund, he shall make a continuing effort to
establish standards of police protection adequate to the various
local situations, and, subject to § 2-1312 OF THE STATE
GOVERNMENT Article [40, § 51 of the Code], shall report
periodically to the General Assembly on progress in establishing
and meeting those standards. In determining qualification under §
37(a)(7) OF THIS SUBTITLE, the minimum standards determined by
the Police Training Commission under authority of [§ 70A of]
Article 41, [Annotated] § 70A OF THE Code [of Maryland,] shall be
applied. The Police Training Commission shall print and
distribute to all municipalities its rules and regulations
setting forth the minimum standards of police qualifications. In
the event a municipality fails to meet the minimum standards for
two successive years, the Superintendent shall withhold payments
to the municipality with respect to the second year. Any payment
withheld for noncompliance is forfeited, and a claim may not be
made by the municipality for the funds.

Article 19 - Comptroller

9.

(a) Subject to § 2-1312 OF THE STATE GOVERNMENT Article
[40, § 51 of the Code], the Comptroller shall within ten days
after the third Monday in January make to the legislature and to
the Governor an annual report of the fiscal operations of the
State for the fiscal year ending on the thirtieth day of June
preceding, showing therein the funds and revenues of the State,
specifying the amounts received from each source of revenue, and
further showing therein the public expenditures of the State, the
purposes for which such expenditures were made and showing
amounts claimed to be due to the State by any political
subdivision or by any public officer of a political subdivision
charged by law with the collection of revenues for the account of
the State. Such annual report shall also set forth an estimate
of the revenues and expenditures for the current fiscal year.

Article 21 - Procurement

3-1001.

(a) Within 90 days following the close of the fiscal year,
each department shall make an annual report to the Governor and,
subject to § 2-1312 OF THE STATE GOVERNMENT Article [40, § 51 of
the Code], to the General Assembly of contracts made under §
3-205 during that preceding fiscal year. The report shall:
