Provided that no funds may be
expended to provide comprehensive
care and no additional positions
filled except for essential
administrative and maintenance
personnel unless the Budget
Committees approve comprehensive
care being provided at Charlotte
Hall. The Budget Committees may
consider the consultant's study
and the operating plan proposed
by the Department of Budget and
Fiscal Planning as part of the
Committee's review in considering
comprehensive care at Charlotte
Hall. Provided further that all
new employees at the Charlotte
Hall facility shall be hired on a
contractual basis.
