In subsection (b)(1)(ii) of this section, the phrase
"organized crime" is substituted for the former phrase
"organized gambling and crime", for clarity. Since
the State lottery is a form of "organized gambling",
the studies seemed to be directed at the use of this
subtitle by organized crime.

In subsection (b)(1)(iii) of this section, the word
"proper" is substituted for the former phrase "in such
form" and applied only to the regulations.

In subsection (b)(2)(iii) of this section, the word
"lotteries" is substituted for the former reference to
"the subject", for clarity.

Also in subsection (b)(2)(iii) of this section, the
clause "which ... may be published or available",
which formerly modified "literature", is deleted as
' surplusage.

Subsection (c) of this section is revised to state
that submission of report is a duty.

Subsection (c)(1) of this section is revised to
clarify that the limitation "subject to § 2-1312 of
this article" applies to the reports under subsection
(c)(2), (3), and (4) of this section.

In subsection (c)(3)(i) of this section, the word
"total" is substituted for the former phrase "full and
complete", to conform to subsection (c)(2) of this
section. Similarly, in subsection (c)(3)(i) of this
section, the phrase "for the preceding year" is added
to conform to subsection (c)(2) of this section.

9-110. REGULATIONS OF AGENCY.

(A)  AUTHORIZED.

WITH THE APPROVAL OF THE COMMISSION, THE DIRECTOR MAY ADOPT
REGULATIONS OF THE AGENCY.

(B)   STANDARDS.

THE REGULATIONS OF THE AGENCY SHALL PROVIDE FOR:

(1) ALL MATTERS THAT ARE NECESSARY OR DESIRABLE FOR
THE EFFICIENT AND ECONOMICAL OPERATION AND ADMINISTRATION OF THE
STATE LOTTERY; AND
