reaches; designating certain other areas of the Chesapeake
Bay and its tributaries in which certain gear may not be
used during certain seasons; defining certain terms;
prohibiting the taking, sale, or possession of striped bass
of certain sizes and during certain seasons which are caught
in certain State waters; providing for certain exceptions;
limiting to a certain number the striped bass which may be
taken by noncommercial fishermen; requiring the return to
the water of striped bass caught by certain methods;
providing that this Act does not repeal or replace certain
other provisions of law or regulation; making this Act an
emergency measure; providing for the effect of this Act on
certain Natural Resources laws, rules, and regulations; and
generally relating to the conservation management of striped
bass in the State.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:

4-731.
(a) (1) Except as provided in paragraph (2) of this
subsection, a person may not sell, offer for sale, or transport
across a boundary of the State any striped bass, commonly known
as rockfish, caught from the State waters of the Chesapeake Bay
and its tributaries unless the person has in his possession one
of the following:
(i) A valid commercial fishing license issued
in his name;
(ii) A dated bill of sale signed by the
licensed commercial fisherman who caught the fish; or
(iii) A dated bill of sale signed by a dealer
or wholesaler from whom the fish were purchased.
