Subsection (d) of this section is revised to require
that the names of sponsors be given to the Department
of Legislative Reference when the directive to file
for introduction is given. This revision is based on
the fourth sentence of former Art. 40, § 43(a), which
stated that the request is authority for introduction.
However, in subsection (d) of this section, the former
requirement for inclusion of "an outline or summary"
is deleted since provision of a summary at the time of
introduction would be meaningless. This former
requirement apparently was an obsolete reference that
was retained inadvertently after separate dates were
established for bill preparation and bill introduction
and, thus, 2 distinct steps were created.

In subsection (f)(2) of this section, the phrase
"filed for introduction" is substituted for the former
reference to "introduction into the clerks' offices of
the General Assembly", for clarity and consistency
with other references in this section.

The third sentence of former Art. 40, § 43(b), which
required numbering of bills in a "PF series", is
deleted as obsolete.

2-1503. COMMITTEE SPONSORSHIP.

A BILL THAT A STANDING COMMITTEE RECOMMENDS AS A RESULT OF
ITS WORK WHEN THE GENERAL ASSEMBLY IS NOT IN SESSION SHALL BE
INTRODUCED WITH THE STANDING COMMITTEE AS SPONSOR.

REVISOR'S NOTE: This section is new language derived
without substantive change from the first clause of
former Art. 40, § 27(e)(3).

The clause "when the General Assembly is not in
session" is substituted for the former word "interim",
to standardize these references throughout this title.

The former word "prepared" is deleted as unnecessary.

2-1504. FISCAL NOTES AND WAIVERS.

(A) REQUIRED FOR COMMITTEE ACTION.

A STANDING COMMITTEE MAY NOT VOTE ON A BILL UNLESS, AS
PROVIDED IN THIS SECTION:

(1) A FISCAL NOTE OR WAIVER OF THE FISCAL NOTE IS
ATTACHED TO THE BILL; AND
