in the Uniform Management of Public Employee Retirement Systems Act that
address the investment and management of funds for a public pension system.
(2) If the plan provisions governing the State Retirement and Pension
System or a local system do not adhere to the principles incorporated in the Uniform
Management of Public Employee Retirement Systems Act, the governing body of that
plan shall explain any deviations in its certification to the Joint Committee on
Pensions.
(c) This section may not be construed to affect the authority of the General
Assembly or the legislative governing body of a local jurisdiction over the budget for a
public pension system established before July 1, 2005.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2005.

(Senate Bill 378)
AN ACT concerning
Garrett County - Fees for Discontinuing and Restoring Water Service
FOR the purpose of authorizing the County Commissioners of Garrett County to
adopt, amend, and enforce a reasonable charge for discontinuing and restoring
water service under certain circumstances; and generally relating to water
service in Garrett County.

SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows:
Article 25 - County Commissioners
9K.
SUBJECT TO REGULATIONS OF THE PUBLIC SERVICE COMMISSION, THE
COUNTY COMMISSIONERS OF GARRETT COUNTY MAY ADOPT, AMEND, AND ENFORCE
A REASONABLE CHARGE FOR DISCONTINUING AND RESTORING WATER SERVICE.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.
