AN ACT concerning
DEVELOPMENT EXCISE TAX FOR SCHOOL CONSTRUCTION
FOR the purpose of amending Chapter 166, Article V, of the Code of Public Local Laws
of Caroline County, Maryland to increase the local development excise tax for
school construction; clarifying the authority granted by the Maryland General
Assembly to impose development excise taxes; increasing the amount of the
development excise tax for school construction from $2,000 per lot to $3,736 per
lot for single family residential housing and $2,603 per unit per lot for
multi-family residential housing which amounts shall be assessed and payable
at the time a lot is sold or transferred; requiring that the annual County audit
contain information regarding revenue from the development excise tax and the
expenditure of such revenue; establishing procedures for appeals and refunds;
providing that this title be deemed a fair summary of this public local law for all
purposes; and relating generally to the levy of a development excise tax for
school construction in Caroline County.
