(7) attach terms and conditions to financial assistance as the Secretary
determines;
(8) participate with political subdivisions, regional governments,
organizations, and the federal government in developing, financing, and
implementing a program to build the management capabilities of municipal
corporations by supplying needed managerial expertise through circuit riding
managers; [and]
(9) administer federal programs to community assistance; AND
(10) DEVELOP AND IMPLEMENT A WEATHERIZATION PROGRAM IN
ACCORDANCE WITH TITLE 4 OF THIS ARTICLE AND ADMINISTER THE LOW-INCOME
WEATHERIZATION COMPONENT OF THE ELECTRIC UNIVERSAL SERVICE PROGRAM IN
ACCORDANCE WITH § 7-512.1 OF THE PUBLIC UTILITY COMPANIES ARTICLE.
SECTION 2. AND BE IT FURTHER ENACTED, That on October 30, 2005, any
unexpended fiscal year 2005 funds designated by the Public Service Commission to be
disbursed for the low-income weatherization component of the electric universal
service program shall be transferred from the Department of Human Resources to the
Department of Housing and Community Development to be used for low-income
weatherization projects.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2005.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 309 - State Traumatic Brain Injury Advisory Board.
This bill establishes a State Traumatic Brain Injury Advisory Board. Further, House
Bill 309 includes several provisions that specify the membership and duties of the
Advisory Board, provide for staffing of the Advisory Board, require the Advisory
Board to meet at least once within a specified time period, require the Advisory Board
to elect a chair once every year, and provide for specified term limits for members of
the Advisory Board, among others.
Senate Bill 395, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 309.
