renovation, and capital equipping of the new Baltimore Center for Children
building [to include handicapped access, a sprinkler system, elevators, an
HVAC system, and interior walls to provide separate rooms,] located [at
2315 St. Paul Street] AT 2300 NORTH CHARLES STREET in Baltimore CITY,
subject to the requirement that the grantee grant and convey an historic
easement to the Maryland Historical Trust. Notwithstanding the provisions
of Section 12(5) of this Act, the matching fund may include real property or
funds expended prior to the effective date of this Act (Baltimore
City)........................................................................................................400,000 SECTION 2. AND BE IT FURTHER ENACTED, That this Act is an
emergency measure, is necessary for the immediate preservation of the public health
or safety, has been passed by a yea and nay vote supported by three-fifths of all the
members elected to each of the two Houses of the General Assembly, and shall take
effect from the date it is enacted.

Annapolis, MD 21401 Dear Mr. Speaker: In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 110 - Civil Actions - Limitation of Actions - Land Surveyors. This bill alters the time period after which a person may not seek damages incurred
as a result of an error in a land survey and provides for the application of the Act. Senate Bill 14, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 110. Very truly yours,
