ROBERT L. EHRLICH, JR., Governor                           H.B. 101 In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 101 - Community Based Regional Initiatives Loan of 2004 -
Baltimore City - Baltimore Center for Children.
This bill amends the Community Based Regional Initiatives Loan of 2004, to change
the location of the Baltimore Center for Children to a specified location in Baltimore
City and removes the requirement that the proceeds are to be used for providing
handicapped access, a sprinkler system, elevators, an HVAC system, and interior
walls to provide separate rooms. Senate Bill 119, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 101. Very truly yours,

Governor House Bill No. 101 AN ACT concerning Maryland Consolidated Capital Bond Loan of 2003 Community Based
Regional Initiatives Loan of 2004 - Baltimore City - Baltimore Center for Children FOR the purpose of amending Chapter 290 of the Acts of 2002, as amended by
Chapter 204 of the Acts of 2003
the Community Based Regional Initiatives Loan
of 2004, to change the location of the Baltimore Center for Children to a certain
location in Baltimore City; removing the requirement that the proceeds are to be
used for providing handicapped access, a sprinkler system, elevators, an HVAC
system, and interior walls to provide separate rooms; making this Act an
emergency measure; and generally relating to the financing of certain capital
projects. BY repealing and reenacting, with amendments, Chapter 290 of the Acts of the General Assembly of 2002, as amended by
Chapter
204 of the Acts of the General Assembly of 2003 Section 12(3)(G) SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Chapter 290 of the Acts of 2002, as amended by Chapter 204 of the Acts of 2003 SECTION 12. AND BE IT FURTHER ENACTED, That: (3) (G) Baltimore Center for Children. Provide a grant equal to the lesser of (i)
$400,000 or (ii) the amount of the matching fund provided, to the Board of
Directors of the Baltimore Child Abuse Center, Inc. for the construction,
