Dear Mr. President:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed Senate Bill 531 - Well Drillers - Permit and License Requirements -
Exceptions.
This bill authorizes a person who has not been issued a well-drilling permit by the
Department of the Environment or a person who has not been licensed by the State
Board of Well Drillers to install a specified dewatering device under certain
conditions. It also requires a person installing a dewatering device under the Act to
restore subsurface conditions to a previous level.
House Bill 888, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign Senate
Bill 531.

AN ACT concerning
Well Drillers - Permit and License Requirements - Exceptions
FOR the purpose of authorizing a person who has not been issued a certain
well-drilling permit by the Department of the Environment or a person who has
not been licensed by the State Board of Well Drillers to install a certain
dewatering device under certain conditions; requiring a person installing a
dewatering device under this Act to restore certain subsurface conditions to a
certain level; and generally relating to exceptions to permit and license
requirements for well drillers.
