location for the construction of a new forensic medical center
shall be identified in the report, and all sites identified shall
include a site suitability assessment analysis by DHMH and
DBM. In determining whether a site is suitable, DHMH and
DBM shall consider at a minimum:
(1) proximity to OCME core functional partners,
including the State's Attorney's Office, the
University of Maryland Medical System
Group, the Johns Hopkins University School
of Medicine Institutions, and the Maryland
Institute for Emergency Medical Services
Systems; and
(2) the ability to construct a facility, whether it
be one or multiple buildings, that meets the
present and future operational and functional
needs of OCME, and ensures compliance with
National Association of Medical Examiners
accreditation standards.

Further provided that the budget committees shall have 45
days from the date of receipt of the report for review and
comment.
Further provided that no funds shall be expended for the
planning, design, or construction of a new forensic medical
center until the Part I and Part II program plans for this project
have been approved by DBM and notification of DBM's approval
