DEPARTMENT OF JUVENILE SERVICES
Provided that 13,900,000 in general funds
for contractual employment in the
Department of Juvenile Services may not
be expended for that purpose and may
only be used as follows:
(1) $3,275,000 may be used to reduce
budgeted turnover in regular salaries,
wages and fringe benefits; and
(2) $625,000 may be used to help the
department attract and retain direct
care workers. This could include, but is
not limited to. hiring new direct care
workers at above base level, awarding
performance or other bonuses, and
providing tuition reimbursement. The
department shall submit a plan to the
budget committees for the allocation of
this $625,000 prior to expenditure. The
budget committees shall have 30 days
from the receipt of the report to review
and comment.

Office of the Secretary from the
communications and community affairs
functions shall be deleted from this
