N00G00.01 Foster Care Maintenance Payments
General Fund Appropriation, provided that
funds appropriated herein may be used to
develop a broad range of services to assist
in returning children with special needs
from out-of-state placements, to prevent
unnecessary residential or institutional
placements within Maryland and to work
with local jurisdictions in these regards.
Policy decisions regarding the
expenditures of such funds shall be made
jointly by the Special Secretary for
Children, Youth, and Families, the
Secretaries of Health and Mental
Hygiene, Human Resources, Juvenile
Services, Budget and Management and
the State Superintendent of Education.
Further provided that $500,000 of this
appropriation may not be expended for
any program or purpose except that the
funds may be expended to develop,
implement, and monitor a program, in
accordance with the State's procurement
regulations, through which qualified
licensed child placement agencies may
enter into contracts with the State to
provide adoption placement services for
Maryland children in public foster care
who have no identified permanency
resource.
