Provided that the Department of Natural
Resources (DNR) shall, in consultation
with the Maryland Department of the
Environment (MDE) and the Maryland
Department of Transportation (MDOT).
submit a report to the budget committees
by December 1, 2005 that outlines a
Waterway Improvement Fund (WWIF)
project funding formula that holds the
parties contributing to waterway silt
buildup partially responsible for the costs
associated with dredging. The report shall
propose a method for quantifying State.
local government, and private party
accountability for silt buildup in
waterways as well as how costs should be
apportioned among these potentially
responsible parties for WWIF dredging
projects. The budget committees shall
have 45 days to review and comment upon
the report.
