Special Fund Appropriation, provided that
this appropriation may be increased by no
more than $65,000 by approved budget
amendment, Agency requirements in
addition to this amount should be
addressed by requesting a deficiency
appropriation in the 2006 session............. 1,307,193

DEPARTMENT OF GENERAL SERVICES
Provided that $500,000 of this appropriation
may not be expended until the
Department of General Services and the
Department of Budget and Management
submit a report on potential efficiencies
and cost savings that may be possible by
reorganizing certain duties and functions
of each department to other agencies. The
report shall provide a plan for
transferring duties between the two
departments or to other State agencies.
Further provided that 20 12 15 vacant
regular positions shall be deleted from
this budget and the amount listed below.
being funds associated with these
positions, shall be restricted and may be
used only to increase the State subsidy for
employee and retiree health insurance:
$785,388 $376,986 $589,041 general
funds
Authorization is granted to transfer funds
restricted among the programs of the
budget as necessary to increase the State
subsidy for employee and retiree health
insurance. Funds not expended for this
purpose may not be expended and shall
revert or lapse into their fund of origin.
It is the intent of the General Assembly that
the Department of General Services utilize.
