ROBERT L. EHRLICH, JR., Governor                             Ch. 280 (IV) IDENTIFY BARRIERS TO THE REIMBURSEMENT OF LICENSED
HEALTH CARE PROVIDERS WHO PROVIDE SERVICES AT SCHOOL BASED HEALTH
CLINICS CENTERS, INCLUDING NURSE PRACTITIONERS AND PHYSICIAN ASSISTANTS;
(V) EVALUATE THE FEASIBILITY OF DEVELOPING A SYSTEM OF
REGISTERING INDIVIDUALS WHO RECEIVE HEALTH CARE SERVICES FROM A
SCHOOL BASED COMMUNITY HEALTH CLINIC CENTER THAT REQUIRES AN
INDIVIDUAL TO PAY PREMIUMS AND SLIDING SCALE FEES; AND
(VI) IDENTIFY SECURITY MEASURES TO BE USED BY SCHOOL BASED COMMUNITY HEALTH CLINICS CENTERS. (4) (I) ON OR BEFORE DECEMBER 1, 2006, THE COMMITTEE SHALL
REPORT ITS FINDINGS AND RECOMMENDATIONS TO THE GOVERNOR AND, IN
ACCORDANCE WITH § 2-1246 OF THE STATE GOVERNMENT ARTICLE, THE GENERAL
ASSEMBLY.
(II) THE REPORT REQUIRED UNDER SUBPARAGRAPH (I) OF THIS
PARAGRAPH SHALL INCLUDE A PLAN FOR IMPLEMENTING THE EXPANSION OF
SCHOOL BASED COMMUNITY HEALTH CENTERS TO PROVIDE SERVICES TO ALL
MEMBERS OF THE COMMUNITY ON OR BEFORE DECEMBER 1, 2007.
(E) (1) THE COMMITTEE ON DATA INFORMATION SYSTEMS SHALL BE
COMPRISED OF NINE MEMBERS:
(I) APPOINTED BY THE COMMISSION CHAIR; AND (II) REPRESENTING COMMUNITY HEALTH RESOURCES AND
HOSPITALS. (2) THE COMMISSION SHALL ESTABLISH BY REGULATION: (I) THE TERMS OF MEMBERS; (II) THE PROCEDURE FOR SELECTING THE CHAIR OF THE
COMMITTEE; AND
(III) THE FREQUENCY OF MEETINGS. (3) THE COMMITTEE SHALL; (I) SUPPORT AND MONITOR THE DEVELOPMENT OF A UNIFIED
DATA INFORMATION SYSTEM AMONG PRIMARY AND SPECIALTY CARE PROVIDERS,
HOSPITALS, AND OTHER PROVIDERS OF SERVICES TO COMMUNITY HEALTH
RESOURCES MEMBERS; AND
(II) PROVIDE RECOMMENDATIONS TO THE COMMISSION FOR
FUNDING OF THE UNIFIED DATA INFORMATION SYSTEM.
(4) (I) IN ACCORDANCE WITH RECOMMENDATIONS OF THE
COMMITTEE, THE COMMISSION SHALL PROVIDE FUNDING OF $5,000,000 ANNUALLY
FOR DATA INFORMATION SYSTEMS.
