(2) The County Commissioners shall pay the cost of all necessary
expenses incurred by the Sheriff and his staff.
(3) The Sheriff of Cecil County shall have the authority to formulate and
administer a plan that includes the method of supervision to use inmates the Sheriff
deems eligible and selects to perforin, under the supervision of State, county, or
municipal employees, tasks the Sheriff assigns within the county or any incorporated
municipality within the county.
SECTION 2. AND BE IT FURTHER ENACTED, That, pursuant to Article III,
§ 35 of the Maryland Constitution, this Act may not be construed to extend or apply to
the salary or compensation of the Sheriff of Cecil County in office on the effective date
of this Act, but the provisions of this Act concerning the salary or compensation of the
Sheriff of Cecil County shall take effect at the beginning of the next following term of
office.
SECTION 3. AND BE IT FURTHER ENACTED, That this Act shall take
effect October 1, 2005.

(House Bill 573)
AN ACT concerning
State Board of Morticians - Family Security Trust Fund Authority to
Conduct Audits
FOR the purpose of creating the Family Security Trust Fund to reimburse losses
incurred by certain consumers due to the wrongdoing of certain licensees of the
State Board of Morticians; requiring the Board to adopt certain regulations;
authorizing the Board to assess an annual fee for a certain time period;
requiring the Board to specify penalties for nonpayment of fees; specifying the
duties of the Trustees of the Fund; specifying the use of the Fund; requiring the
Trustees to determining certain reimbursement after considering certain
factors; authorizing the Trustees to enforce a claim of restitution; providing that
funds may not revert to the General Fund of the State; requiring a legislative
audit; eliminating certain reporting requirements of a seller of a pre-need
contract; and generally relating to persons regulated by the State Board of
Morticians.
FOR the purpose of authorizing the State Board of Morticians to conduct certain
audits of certain licensees; authorizing the Board to issue subpoenas and
administer oaths in connection with certain audits; and generally relating to the
authority of the State Board of Morticians to conduct audits.
BY repealing and reenacting, with amendments,
