(B) (1) For the purposes stated under paragraph (2) of this subsection, and
subject to the provisions of this section, the county commissioners may:
(I) Create a community development authority;
(II) Levy ad valorem or special taxes or fees; and
(III) Issue bonds and other obligations.
[(R) This section shall apply only in:
(1) The Lake Linganore Planned Unit Development (PUD) Area; and
(2) That land located in the Urbana (No. 7) Election District that was
zoned:
(I) Planned Unit Development (PUD) or Office, Research,
Industrial (ORI) as of January 1, 1997; or
(II) Village Center (VC) or General Commercial (GC) and located in
Parcel 68 on Frederick County Tax Map 96 (Maryland SDAT account number
07-0200595).]
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006.

(House Bill 495)
AN ACT concerning
Agriculture - Improper Transport of Horses - Prohibitions
FOR the purpose of prohibiting a person from transporting a horse in a vehicle that is
not constructed in a manner that at all times protects the health and well—being
of the horse being transported; establishing certain criteria for finding that a
vehicle is suitable for transporting a horse; providing a civil penalty for
transporting a horse in violation of this Act; defining certain terms; and
generally relating to the improper transport of horses.

Section 3-901 through 3-904 3-903, inclusive, to be under the new subtitle
"Subtitle 9. Transporting Horses"
