(2) SUBMIT PERIODIC REPORTS TO THE BOARD ON ITS ACTIVITIES.
(B) TO DETERMINE COMPLIANCE WITH THE REQUIREMENTS OF THIS
SUBTITLE, THE BOARD SHALL:
(1) INSPECT DESIGNATED DROP-OFF SITES AND REPOSITORIES;
(2) INSPECT RECORDS OF DONATED PRESCRIPTION DRUGS AND
MEDICAL SUPPLIES MAINTAINED BY THE REPOSITORY; AND
(3) BEGINNING JANUARY 1, 2007, AND EACH JANUARY 1 THEREAFTER,
REPORT TO THE GOVERNOR AND, IN ACCORDANCE WITH § 2-1246 OF THE STATE
GOVERNMENT ARTICLE, THE GENERAL ASSEMBLY ON THE OPERATION OF THE
PROGRAM.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
July 1, 2006.

vetoed House Bill 1713 — Public Service Companies - Mergers, Acquisitions, and
Financing.
This bill is unnecessary.
For the above stated reason, I have vetoed House Bill 1713.

AN ACT concerning
Public Service Companies - Mergers, Acquisitions, and Financing
FOR the purpose of altering certain provisions relating to acquisition and issuance of
stock and debt by certain public service companies incorporated in the State to
apply to public service companies operating in the State; prohibiting a person
from acquiring certain public service companies without the prior approval of
the Public Service Commission; providing for the application and review of
certain proposed acquisitions; establishing certain factors that the Commission
must consider in assessing a certain acquisition; providing that the Commission
may only approve a certain acquisition if the acquisition is consistent with the
