(II) THE DEPARTMENT MAY NOT ISSUE A PERMIT THAT ALLOWS A
PERMIT HOLDER WITHIN THE PATUXENT RIVER WATERSHED TO DISCHARGE IN
EXCESS OF THE EFFLUENT LIMITATIONS FOR TOTAL POINT SOURCES IMPOSED
UNDER SUBPARAGRAPH (I) OF THIS PARAGRAPH:
[(2)] (3) In permits for the discharge of pollutants from publicly owned
treatment works, the Department:
(i) May impose as conditions appropriate measures to establish
and insure compliance by industrial users with any system of user charges required
by State or federal law or by any rule, regulation, or guideline adopted under State or
federal law; and
(ii) Shall impose as conditions requirements for the permit holder
to provide information about new introductions of pollutants or substantial changes
in the volume or character of pollutants being introduced into the treatment works.
(b) Issuance of a discharge permit is contingent on the grant by the permit
holder to the Department of a right of entry on the permit site at any reasonable time
to inspect and investigate for violation or potential violation of any condition of the
permit.
SECTION 2. AND BE IT FURTHER ENACTED, That this Act shall take effect
October 1, 2006.

Dear Mr. Speaker:
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 1674 — University System of Maryland - Restrictions on Campaign
Fund - Raising Activities by Members of the Board of Regents.
House Bill 1674 precludes a citizen member of the University of Maryland Board of
Regents from engaging in fund raising activities for candidates for office of Governor,
Lieutenant Governor, Attorney General, Comptroller, or a member of the Maryland
General Assembly. Additionally, a member of the Board of Regents is prohibited from
running for public office while serving on the Board.
This denial of a citizen's basic civil rights to fully participate in our representative
government is unacceptable. The unpaid volunteers serving on the Board of Regents
are motivated by the highest principles of public service to Maryland; insinuating
otherwise is insulting to the Regents, the University System, and every other
volunteer serving on a Maryland board or commission.
This legislation, targeting an individual member of the Board, or a member's right to
run for public office, is not policy, but rather is representative of the partisan politics
