(C)     (1) AN INSURER MAY SEND AN ACKNOWLEDGMENT OF RECEIPT OF A
REQUEST FOR VERIFICATION OF COVERAGE TO THE VIATOR AND, IF THE VIATOR IS
OTHER THAN THE INSURED, TO THE INSURED. (2) THE ACKNOWLEDGMENT MAY CONTAIN A GENERAL DESCRIPTION
OF ANY ACCELERATED DEATH BENEFIT THAT IS AVAILABLE UNDER THE POLICY. (D)     THE COMMISSIONER SHALL ADOPT BY REGULATION A "VERIFICATION OF
COVERAGE FOR LIFE INSURANCE POLICIES" FORM THAT IS SUBSTANTIALLY SIMILAR
TO THE FORM IN APPENDIX B OF THE VIATICAL SETTLEMENTS MODEL REGULATION
ADOPTED BY THE NATIONAL ASSOCIATION OF INSURANCE COMMI
SSIONERS. SECTION 2. AND BE IT FURTHER ENACTED, That the initial "Verification of
Coverage for Life Insurance Policies" form required under § 8-610.1 of the Insurance
Article, as enacted by Section 1 of this Act, shall be the form that appears in Appendix
B of the Viatical Settlements Model Regulation adopted by the National Association of
Insurance Commissioners. SECTION 3. AND BE IT FURTHER ENACTED, That nothing in this Act shall
affect the jurisdiction of the Securities Commissioner of the Office of the Attorney
General. SECTION 2. 4. AND BE IT FURTHER ENACTED, That this Act shall take
effect July 1, 2006.

vetoed House Bill 1434 — Income Tax - Extensions for Filing Returns. This bill increases to 7 months the period for which the Comptroller may under
specified circumstances extend the time for a corporation to file an income tax return;
and applies the Act to tax years after 2005. Senate Bill 484, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 1434. Very truly yours,
