SECTION 1. BE IT ENACTED BY THE GENERAL ASSEMBLY OF
MARYLAND, That the Laws of Maryland read as follows: Article 41 - Governor - Executive and Administrative Departments SUBTITLE 5. AT-RISK YOUTH DELINQUENCY PREVENTION AND DIVERSION PROGRAMS. 2-501. (A)      IN THIS SUBTITLE THE FOLLOWING WORDS HAVE THE MEANINGS
INDICATED. (B)      "ADVISORY COUNCIL" MEANS THE ADVISORY COUNCIL TO THE
CHILDREN'S CABINET. (B) (C) "AT-RISK YOUTH DELINQUENCY PREVENTION AND DIVERSION
PROGRAM" MEANS THE SERVICES PROVIDED TO SCHOOL-AGED YOUTHS AND THEIR
FAMILIES TO PREVENT OR DIVERT YOUTH FROM ENTERING THE JUVENILE
SERVICES SYSTEM AND TO HELP MAKE THEM READY FOR ADULTHOOD BY AGE 21. (C) "COORDINATING COUNCIL" MEANS THE COORDINATING COUNCIL ON
AT-RISK YOUTH DELINQUENCY PREVENTION AND DIVERSION PROGRAMS.
(D) "3-YEAR PLAN" MEANS THE 3-YEAR PLAN DEVELOPED BY THE
CHILDREN'S CABINET ESTABLISHING PRIORITIES AND STRATEGIES FOR THE
COORDINATED DELIVERY OF SERVICES FOR CHILDREN AND FAMILIES. 2-502. (A) THERE IS A COORDINATING AN ADVISORY COUNCIL ON AT-RISK YOUTH
DELINQUENCY PREVENTION AND DIVERSION PROGRAMS
TO THE CHILDREN'S
CABINET. (B) THE COORDINATING COUNCIL CONSISTS OF THE FOLLOWING MEMBERS; (1) THE EXECUTIVE DIRECTOR OF THE GOVERNOR'S OFFICE FOR
CHILDREN, OR ANY
SUCCESSOR ENTITY OR SUCCESSOR AGENCY; (2)      THE SECRETARY OF JUVENILE SERVICES, OR THE SECRETARY'S
DESIGNEE;
(3) THE SECRETARY OF HUMAN RESOURCES, OR THE SECRETARY'S
DE
SIGNEE; (4)      THE SECRETARY OF HEALTH AND MENTAL HYGIENE, OR THE
SECRETARY'S DESIGNEE;
(5)      THE STATE SUPERINTENDENT OF SCHOOLS, OR THE SUPERINTENDENT'S DESIGNEE; (6) THE EXECUTIVE DIRECTOR OF THE OFFICE OF CRIME CONTROL AND
