H.B. 870 VETOES
In accordance with Article II, Section 17 of the Maryland Constitution, today I have
vetoed House Bill 870 - At-Risk Youth Prevention and Diversion Programs. This bill establishes an Advisory Council to the Children's Cabinet; establishes the
purpose of the Advisory Council; and specifies the requirements for at-risk
prevention and diversion programs. Senate Bill 882, which was passed by the General Assembly and signed by me,
accomplishes the same purpose. Therefore, it is not necessary for me to sign House
Bill 870. Very truly yours,

Governor House Bill No. 870 AN ACT concerning At-Risk Youth Delinquency Prevention and Diversion Programs FOR the purpose of establishing the Coordinating Council on At-Risk Youth
Delinquency Prevention and Diversion Programs in the Governor's Office for
Children; providing for the membership of the Coordinating Council; specifying
that the Executive Director of the Governor's Office for Children is the chair of
the Coordinating Council; requiring the Governor's Office for Children to
provide staff support for the Coordinating Council; establishing the purposes
and duties of the Coordinating Council
establishing an Advisory Council to the
Children's Cabinet; establishing the purpose of the Advisory Council; specifying
the requirements for at-risk delinquency prevention and diversion programs;
specifying the duties of a local management board; specifying the duties of a
local planning group;
specifying the membership of a local planning group;
requiring the Governor to include providing that it is the intent of the General
Assembly that the Governor include a certain amount of money in the budget
each fiscal year to fund the at-risk youth delinquency prevention and diversion
programs; providing for other sources of funds that may be used to fulfill the
funding requirement; requiring the Coordinating Council Governor's Office for
Children to report to the General Assembly by a certain date each year; defining
certain terms; and generally relating to at-risk youth delinquency prevention
and diversion programs. BY adding to Article 41 - Governor - Executive and Administrative Departments Section 2-501 through 2 504 2-503, inclusive, to be under the new subtitle
"Subtitle 5. At-Risk Youth Delinquency Prevention and Diversion
Programs" Annotated Code of Maryland (2003 Replacement Volume and 2005 Supplement) - 3736 -
